Improved messages for syntax errors in CODEOWNERS file

• We tried to make them more helpful to fix the cause of the error by providing more context.

App toggle for Code Owners app also on Project level

• Added toggle in Project settings to disable Code Owners app for all repositories in project.

  • complementary to toggle on Repository level introduced in last release
